[HTTPS-E Rulesets] Status of HTTPS support on Wikimedia Foundation projects

Hi Roan,

Can you pull from the git master before making further changes the the
Wikipedia ruleset?  Osama Khalid has also been adjusting the Wikipedia
exclusions list, and your commit today conflicts with his changes.

It doesn't help that this is a giant 525 character line entry in the ruleset,
so git is of no use in merging changes to it.  Perhaps we should split it into
multiple exclusions, with a reasonable number of characters per line?
