[HTTPS-E Rulesets] Wikipedia rules update

I heard HTTPSEverywhere 2.1 shipped with my rewritten version of the
Wikipedia ruleset. Awesome, thanks!

However, the older version of the ruleset in 2.1 is missing some
exclude rules for domains that don't support https. The most
up-to-date version can be found at

. The list of non-HTTPS domains *should* be fairly complete now, but I
still haven't obtained the full list of non-HTTPS domains that was
promised to me a while ago, so it's possible a few more will have to
be added.
