[HTTPS-E Rulesets] Gentoo's devmanual.gentoo.org site has no HTTPS

Hi HTTPS Everywhere rule developers,

The current Gentoo ruleset has a redirect for the
http://devmanual.gentoo.org location. However, Gentoo currently has no HTTPS
for this site, and any attempt to reach devmanual.gentoo.org from within
supporting browsers keep on waiting (firewall).

Please disable this redirect for devmanual.gentoo.org?

A bug is also opened on Gentoo's infrastructure to open up HTTPS or do not
have the client stall. At least, the bug should give clarity on the further
evolution (devmanual.gentoo.org is a static site so they might not
immediately see HTTPS benefits here).
