[HTTPS-E Rulesets] Question about the <target>

The ruleset documentation says that a wildcard at the beginning of the
domain in <target> will match all subdomains, not only the ones in the
first level.
When I tried to apply that by adding "*.googleapis.com" into
GoogleAPIs.xml, it didn't work with URLs like [0] without adding
another target which is "*.commondatastorage.googleapis.com".
Can someone please explain what was wrong?
