[HTTPS-E Rulesets] Eleven new rulesets including W3C, Ontario Lung Association, among others

Attached to this message is a gzipped archive that contains the
following rulesets:
* A partial ruleset for the W3C organization. This ruleset
  specifically applies to certain images that may be hotlinked
  by third party sites i.e. "Valid HTML" badges. (Among other
  things, this may reduce issues with mixed content.)
* A ruleset for the Ontario Lung Association.
* A ruleset for the Canadian Lung Association.
* A ruleset for the SPCA of Los Angeles.
* A ruleset for the Joslin Diabetes Center.
* A ruleset for the osha.gov domain.
* A partial ruleset for the University of Illinois at Chicago.
  It appears that the search by department function at the Find
  People page [http://www.uic.edu/uic/search/] may not work when
  the Find People page is loaded via HTTPS. (Also, it appears that
  many pages have a relative hyperlink to the Find People page, so
  merely using an exclusion pattern for that page may not work.)
  As such, the ruleset is currently set to be off by default.
* A ruleset for the ACLU of Southern California.
* A ruleset for the ACLU of North Carolina.
* A ruleset for the Make-A-Wish Foundation of Michigan.
* A ruleset for the Give Kids the World organization. When the
  www.gktw.org domain is invoked via HTTPS, the resulting
  certificate error indicates that the SSL certificate is only
  valid for the secure.gktw.org domain. As such, this rule
  redirects the www.gktw.org domain (as well as certain other
  domains such as givekidstheworld.org) to the secure.gktw.org
  domain, which seems to work.
