Thanks!  Although I think the existing rule works properly in this
particular case, we have a test script (trivial-validate) that
requires from and to patterns to contain at least one slash after the
"http://"; do you think you could add slashes like that?  Does it
work if you do

   <rule from="^http://([^/]+)/" to="https://$1/" />

?
