[HTTPS-E Rulesets] YouTube should be in version 1.0

I know it has been a while  and I have risen this issue many times but
I really think  the ruleset need to be enabled by  default in the next
release. It  provides great traffic  encryption that surely  will help
many people with no known backfires.

I have been using it for the past few months and it worked very
smoothly.
