[HTTPS-E Rulesets] Disable wordpress.com

[Osama Khalid]

wordpress.com HTTPS support is remarkably slow and unreliable. In the
first page load, either pages are loaded with no graphics or the
connection is being "reset".

I suggest disabling it by default.
