[HTTPS-E Rulesets] CACert and other unsupported certificates

CACert key is not included by default in Firefox so I think we should
disable CACert-signed websites' rules by default. One enabled example I found
was https://www.videolan.org/

Also, Debian signs its own lists, so DebianLists rule should be
disabled, too.
