I would prefer to keep it separate, basically for philosophical reasons.  The
HTTPS Everywhere UI is geared towards giving people extra security in a way
that "just works" to the greatest extent possible.  

HTTPS Finder provides less security, and has a much more technical UI, but it
might be great to get ruleset authors running it.  So perhaps the best thing
we can do to promote it to the relevant audience is to mention it on
https://www.eff.org/https-everywhere/rulesets?
