I am not sure if the Pending Rules folder is still used anymore.

I have moved the 2 rules in that folder to the regular folder.

The 2 rules in question are: https://www.wunderground.com/ &
https://www.april.org/

I forgot to mention here regarding my previous commit which landed (thnx):

I added an exclusion pattern to Netflix rule: i.e. <exclusion
pattern="^http://techblog.netflix.com/" />
