[DC-Trade] Proposal for Dynamic Coalition document on trade transparency

Hello

I'll echo the congrats on putting this document together and I
certainly agree w/ it.

I've made 2 suggestions in the last bullet points

*sufficient time* for comment

*legitimate* representatives of Internet users

Given what has been happening in Brazil and CGIbr, it is clear that a
'transparency theater" can be done by a government and it is not what
we're looking for here. So ascertaining that a consultation is not put
on overnight and that there isn't a 1 faux organization representing
internet users are key points.
