[CalFiber] Good write up on AT&T/rural copper vs wireless substitution

I think AT&T has sold off most of its rural DSL in CA, but not all of it and this is an active issue as it seeks to come up with ways to avoid deploying fiber to certain communities. They have an active effort to allow some to get wireless instead of fiber as the switch from DSL copper.
