[CalFiber] SB1130 2020 Post-Mortem

I'm particularly thinking that the COVID-19 pandemic may have resulted in
data we can use. We know that the shelter in place orders reduced pollution
and with realtime data from Purpleair

to get census block-level data about changes in air quality. However, I
will freely admit that I'm an attorney trying to do science, so I may be
off the mark.
